ABC: Police Review Board, Nova Scotia

Composition: Not less than 3 persons. Nova Scotia Police Complaints Commissioner is also a member of the Review Board.
Governing Statute/Regulations: Police Act, c.31 of Acts of 2004
Objectives
The Police Review Board conducts investigations, inquiries, and hearings on complaints against municipal police members/forces; matters of internal discipline; and suspension of police members.
Remuneration:
Vice-chair, $175 per meeting, plus expenses;
Term:
Determined by Governor in Council, not exceeding 3 years and may be reappointed; member may continue to serve for the purposes of completing work on ongoing matter.
Meeting Location: The Review Board meets at various hotel meeting rooms across the Province.
Meeting Frequency: The Review Board has no set frequency of meetings. The number of meetings depend on the number of cases referred for a hearing.
Meeting Schedule: Review Board meetings take place between 9:30 a.m. – 4:30 p.m.
Statutory Requirements
- Chair/co-chair must hold a bachelor’s degree in law or equivalent.
Other Requirements
Members must clearly demonstrate the following in their application:
- Experience in community service, engagement, or work with diverse or vulnerable populations
- An understanding of the impact of policing and justice issues on diverse communities
- Strong analytical and decision-making skills
- Effective communication skills, including participation in hearings and contribution to written decisions or reports
- Integrity, impartiality, and the ability to maintain confidentiality when dealing with sensitive information
- Experience working with, or a demonstrated understanding of, diverse communities and vulnerable populations
Members should clearly demonstrate in their application significant experience (typically five years or more) in two or more of the following areas:
- Adjudication, tribunal, or hearing processes
- Mediation, negotiation, or dispute resolution
- Legal, regulatory, or administrative decision-making
- Public policy, governance, or oversight roles
Individuals interested in the position of Chair or Vice-Chair must meet the statutory requirement for appointment and demonstrate the following:
- Significant leadership experience, including experience chairing boards, panels, or hearings
- Experience in adjudicative or decision-making processes, including the ability to contribute to written decisions or reports
- Strong communication skills, including the ability to communicate effectively in hearings and public forums
- Ability to lead discussions, support fair decision-making, and facilitate consensus-based outcomes
Ineligible Persons
- Former members of the RCMP or municipal police.
- Experience related to policing must not create a real, perceived, or potential conflict of interest.
