New Members Appointed to NSBS Council in June Meeting

During the Society’s June 2026 Annual Meeting, two new HRM representatives and one new public representative were appointed to the NSBS Council.

Ryan Baxter of McInnes Cooper and Level Chan of Stewart McKelvey joined Council as HRM District representatives, filling the spots vacated by Patricia Jones and Robert Kennedy KC following their respective elevation to first and second vice-president at the NSBS Annual Meeting.

They are joined by Ruby Glenham, who fills the Public Representative position of Carolee Reinhardt following the completion of her six years of service.

Ryan Baxter is a Partner and Board Director with McInnes Cooper, practicing primarily in the areas of professional regulation and health law. In addition to his practice, Baxter is a part-time Lecturer in the School of Health Administration at Dalhousie University’s Faculty of Health and possesses a wide range of experience adjudicating matters as a member of various boards and committees.

Baxter is an engaged participant with his firm’s pro-bono, collective social responsibility, and diversity and inclusion efforts. He is particularly passionate about mentoring and supporting junior members of the legal profession.

Level Chan KC is a Partner in Stewart McKelvey’s Halifax office and a member of the firm’s Labour and Employment Group, advising on pensions, employee benefits, and executive compensation. He received his King’s Counsel designation in 2026.

In addition to his law practice, Chan is the Chair of the Racial Equity Committee with the Society and the President of the Federation of Asian Canadian Lawyers, Atlantic Chapter. Chan is also a past Chair of the CBA’s National Pensions and Benefits Law Section and has been recognized nationally for his pensions and benefits work.

Ruby Glenham is a Process & System Improvement Consultant at IWK Health in Halifax. Her academic and professional training focuses on data governance and the ethical use of artificial intelligence, including its legal and regulatory implications across Canadian, US, and EU contexts.

Glenham is committed to equity, access to justice, and public trust. She is dedicated to supporting a profession that is ethical, inclusive, transparent, and responsive to the diverse realities of communities and practitioners across Nova Scotia.
