The Ruck Report Independent Implementation Lead (IIL) has released a progress report for the Society’s 2025 efforts towards implementing Douglas Ruck’s 21 Recommendations.
In Spring 2025, the Nova Scotia Barristers’ Society (NSBS) appointed an IIL to support the implementation of the 21 recommendations set out in the Ruck Report: Regaining Trust to help confront systemic racism within the Society and the Nova Scotia legal profession. The IIL’s role is to provide independent oversight of the progress made to date and help ensure that implementation efforts are coordinated and transparent.
The Report is the first in a series of annual progress reports to monitor the Society’s ongoing work to combat systemic racism through equity-informed practices and initiatives.
To ensure that this progress is visible and measurable, a seven-step maturity model is being used to monitor the progress being made. Rather than viewing implementation as a one-time initiative, the model emphasizes sustained engagement and integration, aligning equity goals with the day-to-day functions of the legal profession.
Future reports will build on the same evidence-informed approach—tracking the progress made towards each recommendation, noting changes in implementation maturity, and identifying where further action is needed.
