Halifax Regional Water Commission Board Opportunity

The municipality is seeking applications from residents of the HRM to serve on the Halifax Water Board of Commissioners. The Halifax Regional Water Commission Board is an external body which provides governance oversight for the activities of Halifax Water in compliance with the requirements of the Halifax Regional Water Commission Act and Administrative Order 2018-001-ADM (Respecting the Halifax Regional Water Commission). The mandate of Halifax Water is to own and operate water facilities and utilities for the purpose of providing water, wastewater, and stormwater services to customers located within the HRM.

Positions Available

Three (3) residents of the Halifax Regional Municipality:

Two (2) positions will begin by August 2026
One (1) position will begin on November 30, 2026

Successful candidates will be appointed for a two to three-year term, subject to Regional Councilʼs discretion.

Desired Skillsets

The Halifax Water Board of Commissioners is particularly seeking applications from individuals with skillsets and experience in the following areas:

Management experience in the private or public sector
A diversified business or professional background with expertise in finance, engineering, applied science, legal, or public relations
Demonstrated ability to think strategically
Demonstrated experience in relationship building, communication, leadership
An understanding of the diverse nature of providing services across the region;
Experience in enterprise risk management, corporate governance, board governance and financial oversight
Understanding of the legislative framework in which the Utility operates;
Ability to commit the time, energy, and ability to serve on an active Board of Commissioners including participation on Board Committees; Audit and Finance; Environment, Health and Safety; Enterprise Risk Management and Executive
Recognition of the important role of the Utility in supporting growth, public health protection and stewardship of environment.
A minimum of 10 years’ experience in any of the following areas:
- Technical Engineering Experience in any Engineering Technology Industry (including but not limited to Water, Wastewater, Natural Resources, Energy, Utilities, Telecommunications, Architecture, Marine, Aviation, Electrical).
- Finance (Large-Scale Infrastructure Projects, Project Finance, Advisory, Procurement, Utility Ratemaking and Regulatory Strategy)
- Accounting (Managerial/Financial) and/or Economics
- Risk Management and Internal Auditing

Time Commitment:

Approximately 60 to 100 hours per year.

Length of Term:

Two to three years, at the discretion of Regional Council

Meeting Information:

Location: Usually virtual

Day: 4th Thursday of the month in February, April, June, August, and November

Time: Usually, 9:00 a.m. to 12:00 p.m.

Frequency: Five (5) meetings per year

AGM: Second Thursday of July, usually in-person

Board Committees: In advance of Board meetings, two hours per meeting, usually virtual.

Workshops: Two full-day strategic planning workshops each year, usually in-person (October and May).

Per Diem:

Halifax Water offers an annual honorarium to public Commissioners. Annual rates are determined by the Board of Commissioners.
