Annual Report
The Society’s 2022 Annual Report provides highlights of the past year including a message from our President and Executive Director and financial statements for the fiscal year-end.
In 2020, as we adapted to the COVID-19 pandemic and in an effort to reduce our footprint, we moved to create an annual report website (nsbsannualreport.org) rather than printing a paper report.

Society Welcomes Melanie Petrunia as New President
The Nova Scotia Barristers’ Society officially announced its new leadership for the coming year at its annual meeting on June 18, 2022. Melanie Petrunia, will serve as the Society’ president from 2022-2023.
Melanie Petrunia is a partner at Nijhawan McMillan Petrunia, a litigation boutique in Halifax, where she practices civil, commercial and tax litigation. Called to the Nova Scotia Bar in 2007, she began her legal career at Stewart McKelvey before joining the federal Department of Justice, Tax Law Services, where she spent eight years practicing tax litigation. Melanie regularly appears in the Tax Court of Canada in locations throughout Canada, the Federal Court and the Federal Court of Appeal. She joined her current firm after a brief period as a sole practitioner. Melanie also serves as a part-time member of the Appeal Division of the Social Security Tribunal of Canada. She was a member of the Review Board under the Involuntary Psychiatric Treatment Act from 2017 to 2020.
Melanie was elected to Council in 2019 as a Member At-Large. She currently serves on the Credentials Committee and the Racial Equity Committee. Melanie’s full bio is available here.
Recognizing Indigenous History Month
June is Indigenous History Month as we honour the history, heritage and diversity of Indigenous peoples in Canada. It is also an opportunity to recognize the strength of present-day Indigenous communities.
We also recognize National Indigenous Peoples Day on June 21st. This is an official day of celebration to recognize and honour the culture, unique history, outstanding achievements and influences by First Nations, Inuit and Métis Peoples in Canada. For generations, many Indigenous Peoples and communities across Canada have celebrated their history and culture on this day or near this day because of the significance of the summer solstice as the longest day of the year. This day is celebrated by ceremonies and celebrations that highlight religion, spirituality, artistry, cultural performances, and activities.
We encourage our members to recognize Indigenous History Month and to continue their learning on an ongoing basis by reviewing the Indigenous and Truth and Reconciliation related resources on our Practice Resource Search.
The Society’s Equity & Access work originates from and continues to be motivated by the recommendations from the Royal Commission on the Donald Marshall Jr. Prosecution. Donald Marshall Jr.’s life work grounds us in ensuring that we create a legal profession that reflects the public it serves and provides legal services free from all forms of discrimination and racism.
The Society’s Truth and Reconciliation Working Group is dedicated to advising, monitoring and supporting Council in their work and governance on Truth & Reconciliation. Nominations are now open for the Society’s new Award for Mi’kmaq & Indigenous Peoples Excellence in the Legal Profession (AMIE) which recognizes outstanding Mi’kmaq and Indigenous lawyers within Nova Scotia who have contributed to their community, their Nation, the legal profession and to the Society. Review the award criteria or submit an online nomination form by June 30th.
The NSBS Medallion and Eagle Feather
The Eagle feather is mentioned in the L’nu (Miꞌkmaq) creation stories where Kitpu (Eagle) presents one of its feathers to Kluskap to remind us about our human responsibilities to the land and to all creation. The feather asks us to contemplate the question – what are our responsibilities? Here, the Society uses the Eagle feather to remind us about our responsibilities to our members and to the public.
Creation stories help explain the larger world to our members. Every culture, society and community has one or more creation stories. Sometimes there are periods of time where the story takes a new direction. The NSBS Creation Story begins in 1749 and continues to the present.
The Gold & Black Medallion symbolizes the Society’s Presidential office. The medallion was commissioned and made by Jocelyn Marshall of Membertou First Nation. Jocelyn is the niece of the late Donald Marshall Jr. whose name is synonymous with legal reform in NS. The medallion is to remind the President, the Council, and the Society that the story of Donald Marshall Jr is very much a part of the NSBS story

Statement on National Indigenous Peoples Day
Today, we recognize National Indigenous Peoples Day. On this and every day we acknowledge the right to self-determination of all First Nations, Inuit and Métis peoples in Canada, and celebrate their heritage, culture, and contributions. Since 1996, the country has celebrated this day on the summer solstice because of its significance in many Indigenous communities across Canada. June is also Indigenous History Month, which provides an opportunity to reflect on the history and diversity of Indigenous people in Canada.
In Nova Scotia, we acknowledge the Mi’kmaq as the original inhabitants who have been custodians of the land for time immemorial. Since 1725, the Peace and Friendship Treaties have governed the relationship between settlers and the Mi’kmaq. These treaties still guarantee the hunting, fishing, and land use rights of the Mi’kmaq today.
We also reflect on Indigenous people’s impact within the legal profession in Nova Scotia and beyond. Donald Marshall Jr., Jamie Tanis Gladue, and Ronald Edward Sparrow are just a few of the many Indigenous people who have made the justice system more equitable. Through their work, and the work being done now by Indigenous people in the legal community, the justice system is being reshaped to serve everyone better.
While recognition and celebration are central to this day, we also acknowledge the importance of working towards reconciliation. As an organization that traces its origins to 1749, the Society must also consider the enduring legacy of colonialism and its impact on the work we are engaged in. We are committed to learning, adapting, and improving our processes and structures to create a more equitable profession.
Today we celebrate Indigenous Peoples Day and recognize the diverse culture, history, and outstanding contributions made by Indigenous Peoples. Below is a list of resources related to National Indigenous Peoples Day:

Pride Month and the 18th Annual Pride Reception
June is Pride Month. Pride Month is about the promotion of human rights, dignity and acceptance for the 2SLGBTQ+ community while celebrating diversity, love and self-affirmation for individuals of the community. Events are held in June throughout the world recognizing the contributions, impact and achievements made by the 2SLGBTQ+ community, commemorating the uprising that took place in 1969 in Stonewall Manhattan, and challenging the continued inequities faced by the community.
This year, we would like to invite members of the legal profession to the 18th Annual Pride Reception, co-hosted by the Sexual Orientation & Gender Identity Community Section of the Canadian Bar Association – Nova Scotia and the Nova Scotia Barristers’ Society.
The reception will be on Thursday, July 14th from 4:30 p.m.-6:30 p.m. at Casino Nova Scotia in the Compass Room. The speaker at the reception will be Rhiannon Makohoniuk, the Executive Director of the Rainbow Refugee Association of Nova Scotia.

Award for Mi’kmaq & Indigenous Peoples Excellence in the Legal Profession (AMIE)
We’re happy to introduce the Society’s new Award for Mi’kmaq & Indigenous Peoples Excellence in the Legal Profession (AMIE) which recognizes outstanding Mi’kmaq and Indigenous lawyers within Nova Scotia who have contributed to their community, their Nation and the legal profession and to the Society.
The creation of this award was approved by Council at the January 2022 meeting.
The AMIE Committee will review nominations and make recommendations to Council based on the following criteria:
- The Nominee is a Mi’kmaw or Indigenous lawyer (practising or non practising) within Nova Scotia.
- Community Service: The recipient contributes and shows commitment to the Mi’kmaq & Indigenous community through volunteer work.
- Reform: The recipient has made and continues to advocate for reform and change in the justice system to ensure substantive equity for the Mi’kmaq communities and Indigenous peoples living in Nova Scotia.
- Leadership: The recipient is a community leader in striving for change.
- Mentorship: The recipient is a mentor to other Mi’kmaq and Indigenous lawyers.
- Overall: The recipient has a career in advancing Mi’kmaq and Indigenous rights and legal traditions.

Tuma Young QC Awarded Platinum Jubilee Medal
The Society would like to congratulate our former president Tuma Young QC on being named a recipient of the Platinum Jubilee Medal.
“As Her Majesty’s reign embodies the importance of commitment to one’s community, the Platinum Jubilee provides opportunities for Nova Scotians to honour those in our province who have demonstrated an unwavering dedication to family, neighbours and colleagues,” said Lt-Gov. LeBlanc in the Province of Nova Scotia’s press release.

2022 NSBS Race and the Law Essay Prize Recipient
We would like to congratulate our 2022 Race and the Law Essay Prize recipient, Michael Michel, for his paper, “Indigenous Self-Government and Criminal Law: The Path Towards Concurrent Jurisdiction in Canada.”
This award recognizes and encourages outstanding scholarship by law students in Nova Scotia, on topics pertaining specifically to issues of race and law. The Society’s Racial Equity Committee presents the award and Stewart McKelvey sponsors the award.

For nearly 40 years, academics and politicians have sought to address the overrepresentation of Indigenous peoples in the Canadian criminal justice system. Vacancies – Nova Scotia Supreme Court Family Division Liaison Committee
The Supreme Court of Nova Scotia (Family Division) Liaison Committee is seeking to fill vacant membership positions on its regional subcommittees.
The committee and its new subcommittees provides a means for ongoing liaison and communication between the Supreme Court of Nova Scotia (Family Division) and the Nova Scotia Barristers’ Society about matters of mutual concern and interest and provide an avenue for the Bench and Bar to meet and work towards improvements in practice.
Diversity on committees is a priority. We welcome applications from all equity-deserving groups including but not limited to Indigenous People, African Nova Scotians and other racially visible persons. We also welcome applications from persons with disabilities and persons deserving equality on the basis of their sexual orientation and gender identity.
Given the recent expansion of the Supreme Court of Nova Scotia (Family Division), we welcome applications from lawyers practicing throughout the province to ensure regional contribution on issues affecting the court.

Recruitment for Legal Membership at the Nova Scotia Health Research Ethics Board
The Nova Scotia Health Research Ethics Board (NSH REB) is recruiting new members to fill the role of legal representatives on our virtual provincial board. The REB’s role is to review cutting-edge clinical research that involves human participants or their data and that takes place within Nova Scotia Health to ensure that the research respects and protects our research participants, patients and communities.
Legal members are persons knowledgeable in the relevant law (i.e. health, privacy) and cannot be part of NS Health legal counsel or risk manager. They represent the legal and ethical perspectives for research participants. Their role is to ensure that the information provided to research participants is readable, correct, and understood. The NSH REB does not expect that legal members understand the science behind the studies. It is the responsibility of scientific and medical board members to simplify the research study protocols so everyone on the board understands the study and what is expected of the research participants.

Hearing and Speech Nova Scotia (HSNS) seeking volunteers
Hearing and Speech Nova Scotia (HSNS) is currently seeking a volunteer from the Nova Scotia Barristers Society to serve on our passionate and engaged Board of Directors. The Board of Directors meet monthly, in addition to periodic committee meetings.
Hearing and Speech Nova Scotia, funded by the NS Department of Health and Wellness, is responsible for providing audiology services to Nova Scotians of all ages, and speech-language pathology (SLP) services to preschool children and adults. HSNS delivers integrated and standardized provincial services across 35 clinic sites, located in 25 communities. Since its inception in 1963, it is estimated that HSNS has provided services to 400,000 Nova Scotians, recording over 1.5 million clinical visits. Nationally certified Audiologists and Speech-Language Pathologists with support from Communication Disorder Technicians, provide core services (prevention, diagnosis, and treatment) and collaborate with partners to deliver special programs (e.g. Autism, Stroke, Cochlear Implant). About the Chebucto Family Centre:
CFC is a non-profit family resource center and community hub located in Spryfield. It provides free services and supports to enhance the quality of life of families and community members.

- Advocacy and support
- Health and wellness programs
- Prenatal and parenting courses
- Volunteer Doula program
- Youth programming
- Family Home Day Care Agency.
About our Board:
The Board meets monthly on Wednesday evenings from September to June. Members serve for three year renewable terms. Board members are asked to bring enthusiasm and commitment to supporting the mission of Chebucto Family Centre. Members are expected to attend meetings regularly, special events as they are able,
and serve on Board committees.
Who should apply:
Ideally, new board members will bring one or more of the following skills and qualities:
- Previous board experience.
- Human resources experience
- Knowledge of financial services/accounting.
- Legal expertise
- Fundraising.
- Knowledge of community issues/community development
- Strategic planning

DOJ 2022 Survey of Lawyers on the Practice of Family Law in Canada – Focus on Child Support
The Department of Justice Canada is conducting a survey to obtain current
information on the characteristics of child support cases handled by family law
practitioners in Canada.
A similar survey was previously produced by National Family Law Programs and
the Canadian Bar Association. The Department of Justice Canada is repeating
part of these surveys this year to examine trends in family law over time, with
a focus on child support and the Federal Child Support Guidelines.
The Department of Justice Canada is asking for surveys to be submitted by June
30, 2022.
